VC-SOP-0404 — Facility Lockdown & Evacuation Routing

The governing procedure for sealing the Sector-7 Arboretum Complex by tier and routing personnel to muster during a containment or safety emergency — defining zone isolation, route selection by affected zone, muster accountability, and the conditions for stand-down.

⚠ LIFE-SAFETY PROCEDURE. A declared lockdown supersedes all other activity. Route away from the breach vector, never through a sealed bulkhead. Bulkheads that have sealed under CHLORA auto-response do not reopen for evacuation — use the assigned alternate route. Lockdown is most often triggered by a Tier-3+ breach under VC-SOP-0401; that procedure owns the breach, this one owns the building.

1. Purpose

To define the controlled procedure for placing the facility into a graded lockdown and routing all personnel to safe muster within target times — arresting dispersal at zone boundaries while preserving every life-safety egress that does not cross the hazard. The objective is full personnel accountability within 6 minutes of a Tier-3 declaration and zone isolation integrity at 100%.

2. Scope

Applies to all facility personnel, visitors, contractors, and to CHLORA. Governs lockdown of the four facility zones (A–D), the eight muster points, and all bulkhead, HVAC, and egress controls. The breach that triggers lockdown is governed by VC-SOP-0401; reversion of any CHLORA-initiated seal by VC-SOP-0409; exposure triage by VC-SOP-0307. Excludes routine drills, which run under VC-SOP-0411.

Lockdown tier maps to the declared breach tier of VC-SOP-0401. The affected zone evacuates outward-away from the breach to its assigned muster; adjacent zones shelter-in-place until cleared.

7. Procedure

7.1 Declare & Set Tier

  1. On a breach declaration under VC-SOP-0401, CHLORA maps the breach tier to a lockdown tier and stages the seal pattern within 3 s.
  2. The incident commander (Watch Commander at LD-1/2, Director of Ops at LD-3/4) confirms or upgrades the lockdown tier within 30 s.
  3. CHLORA broadcasts the tier, the affected zones, and the active route set on every alarm and way-guide channel.

7.2 Isolate & Seal

  1. CHLORA seals the bulkhead lattice for the declared scope and isolates HVAC dampers to prevent cross-zone dispersal.
  2. Way-guide strips in the affected zone switch to the egress route; routes crossing the hazard arc are extinguished and locked out.
  3. Any seal blocking a primary muster automatically promotes that zone to its secondary route — the way-guide reflects the change before personnel reach the intersection.

7.3 Route & Evacuate

  1. Personnel follow the lit way-guide to the indicated muster; do not attempt a sealed bulkhead or an extinguished route.
  2. Zone Wardens sweep their zone end-to-end, driving stragglers ahead of them, and confirm the zone clear by hand-count at the muster.
  3. Where egress would cross the hazard, occupants shelter-in-place in the nearest sealed-but-clean space and report their headcount on the MDF backup channel.

7.4 Muster & Account

  1. Safety Officer aggregates muster-scanner counts and Warden hand-counts against the on-shift roster.
  2. Report all-mustered or names/locations of the unaccounted to the incident commander within the tier target time (Section 6).
  3. Any unaccounted person triggers a directed search by the Containment Team only on a route CHLORA confirms is held; no solo entry.

7.5 Stand-Down

  1. Lockdown is released only after the breach is re-contained (VC-SOP-0401 §7.4), zone integrity is verified to 100%, and accountability is complete.
  2. CHLORA-held seals are released under dual human authorization per VC-SOP-0409; reversion to automated control follows the same SOP.
  3. The incident commander signs the stand-down; CHLORA timestamps the release and closes the lockdown log.
