Legal & Compliance

The Office of the General Counsel governs the lawful conduct of botany-as-power: biocontainment and controlled-botanical compliance, intellectual property in engineered cultivars and extracted compounds, confidentiality, liability, and the ethics framework under which the Directorate authorizes its most consequential work.

Department Code: VC-LEG General Counsel: A. Datura, J.D., LL.M. (Biotechnology Law) Reports To: Dr. P. L. Isley, CBO ("Ivy") Personnel: 31 (9 admitted counsel, 4 compliance officers) External Counsel: Belladonna & Vane LLP (retained) Doc: VC-LEG-0001 Rev D

Mission

Legal & Compliance exists to keep GreenWorld Sector-7 lawful, defensible, and discreet. The facility cultivates, researches at weaponized grade, and contains specimens that span the spectrum from benign ornamentals (GCL-1) to lethal, self-propagating cultivars (GCL-4). Every one of those activities sits inside a lattice of containment statutes, biosafety standards, intellectual-property regimes, and contractual obligations. This department maintains that lattice: we draft and enforce policy, hold the compliance register, certify regulatory posture to the Directorate, protect the proprietary value of the collection, and ensure that no specimen, compound, or datum leaves the perimeter except by lawful, documented authority. We do not slow the science; we make it survivable.

Register of Legal Functions

The department is organized into five standing functions, each owning a controlled policy in the library below and a defined authority ceiling for the matters it may dispose of without escalation to the General Counsel or the Directorate.

Compliance Posture — Controls to Frameworks

GreenWorld Sector-7 operates within a sector regulatory environment for controlled botanicals, biocontainment, and dual-use phytochemistry. The matrix below maps our internal controls to the governing frameworks and states current attested posture. Frameworks are assessed on the rolling audit cadence defined in VC-LEG-0100 §7.

Conditional postures: DURC-B and DSCR carry open remediation items tracked in the Risk Register (VC-LEG-0400). Conditional status authorizes continued operation under documented compensating controls and does not, by itself, constrain GCL-4 work; it does constrain external release. See the authorization matrix in VC-LEG-0500.

Policy Library

The five controlled policies of the Legal & Compliance Department. Each is a binding instrument; deviation requires written waiver from the General Counsel and, for matters touching GCL-4 or external release, from the Chief Botanical Officer.
